Yes they have had them at that price for a while... it's for a model with the "Loaded Chamber Indicator", although it could be used in a model without, you would just have a small section of the chambered cartridge exposed along the edge of the rim...

 

That's not a big deal, you can see the rim of the bullet when it's in the chamber on a Ruger LCP

 

As stated it's legit. Picked one up a couple months ago.

 

Where do you get muzzle nuts for these barrels? I suppose they don't come with them. I know there are el cheapo versions but what looks decent?

I got mine, It dropped right in and shot well - even Wolf Steel. Not a bad deal:
