rail mounted???
rings damaged or poor quality.. swap ring positions or rotate 180°... check sightings each time..
scope damaged or slipped through QC...
bore laser doesn't fit or it's off center - rotate 90° and site again for all positions...

The most common cause seems to be laser bore sight emitters that are themselves off center/out of round within the cartridge shaped housing. As recommended above, rotate the laser cartridge one quarter turn at a time, while observing to see if the dot moves on the wall target.

Does your laser cartridge sit in the chamber, or in the muzzle? Many OEM production barrels aren't drilled very straight and there can be deviation from chamber to muzzle.

Have you used that same laser cartridge before without issues? Laser bore sight systems should be precision devices, but instead most are low priced junk.

Mounting that scope on a different rifle and observing the needed adjustments would tell you if it's the scope itself.

Using Leupold STD one or 2-piece bases and their rings will allow you to adjust windage to the bore line before using the scopes adjustments.

Center the elevation & windage turrets.

Pull the bolt out of the receiver.

Bore sight the rifle.

Remember,bore sighting is equivalent to adjusting a front sight......backwards from aiming & doping to correct POA/POI.

I tried a laser boresighter on a 5.56 and something wasn't right because the dot was way off even at 50yd. Rolled it across a flat counter top and it was like follow the bouncing ball on a TV screen - only thing missing was song lyrics. Went into the trash. Agree with just looking down the barrel to get it in the ballpark.

Here's a thought though... have you checked to see if your rail needs to be bedded? Neither of the tops of both my 700 receivers were perfectly level and had I just nailed the mount down without checking for a gap and then bedding the rear, there would have been a very small amount of flex on the rail. You can check for receiver evenness by putting a mount screw "just snug" in each end individually to see if there's a gap on one of the ends when the other end is finger tight.

Plus 1 on using the barrel rather than the laser...much more accurate. Then use 308 ballistic chart to do the initial elevation adjustment. Pull out a box of '08's and have fun...
