Estate sale find, and I need help identifying.
Barrel in question is 40 S&W caliber and measures
4.247 inside from muzzle to face of bolt face.
Which pistol model?

My P226 barrels measured within a couple thou of the dimension noted. No guessing involved.

I always thought it meant "proofed". That's definitely a German barrel--you can tell by the blue finish. US made barrels have a parkerized finish. I always thought the circle-P was the proof mark for barrels that would NOT be a part of triple-serial German proof marked guns. The barrels still have to be tested no matter where they are assembled or sold.

My 2007 German frame P239 (357SIG) barrel has the same finish and circled "P".

Most modern SIG barrels are stainless steel (ferritic and so are magnetic nonetheless). Stainless doesn't get blued. If that's stainless, as would be ThnkFrst's 2007 vintage barrel, then it's probably Nitron coated. In order to be blued, it would have to be an earlier carbon steel barrel.
