Blank cartridges are used in Europe in Umarex air guns to simulate a real gun that they are not allowed to own.
Mostly plastic but simulates a real gun with a nice bang.
Do a Google search under "SIG P239 PAK" then translate to English.
It must be from "BIZARRO" Sig Sauer... their version of the P239, upscaling the P232. the "extra" (Huge) recoil spring is to compensate for being a "Blowback" method of operation.
Those "blank" or "gas" guns are available in Germany without the need of a license. You need to be 18 years old to purchase them though. If you want to carry one in public you do need some sort of license (kleiner Waffenschein - small weapon permit). You can also shoot flares with them if you add a muzzle device specifically for that purpose. They offer gas ammo that is loaded with CS gas. I know it seems kinda ridiculous when you can get the real deal here in the US but over there it's better than nothing. And you can use them as wall hangers too.
Interesting how in the slow motion video, the slide stops mid-motion to allow the rear of the blank to slide up the breech face. Unlike the smooth motion you see on a standard pistol with a non-fixed barrel.
