There is a bit of a hitch getting the QD socket to accept the device, but when it gets in, there is free rotation. I have to press the button and wiggle it to get it fully inserted.

Indeed it is really annoying. And you can see the cup has the teeth for limiting rotation, but they are set way too deep. What is hard to tell in that picture is the steel insert stops just after the teeth which is why I believe it is inserted backwards.I have two stock adapters. The one I have with the QD is as you describe. A real pain.
Plus I wish they were rotation limited.
