Wondering if it would be possible to have the slide refinished to stainless and the lower to black? If so is anyplace recommended?

Not complaining bout pvd finish problems, just would like a different look if its possible

Frames are extremely difficult to refinish as many don't want/recommend to strip the anodizing. The frame probably just needs to be bead-blasted. If you're wanting to go this route, why not just buy a two-tone and sell the Legion? Part of what makes a Legion a Legion is the color of the gun.

SIG can bead blast the slide, ONLY, back to natural stainless.

Yes, it's possible. Get the slide media blasted to the raw stainless, and have the frame cerakoted. As mentioned, make sure that whoever does the cerakote does not remove the anodizing.
