Who says they didn't intend to shoot it? Maybe they bought the gun and mags fully intending to use them but then something happened or changed? I have at least 6 mags (or more in most cases) for every gun I have and I even for some guns I don't have yet so it would be completely plausible for me to have 6 or more mags for a gun I've never shot.
