To flush the caches, you want to bring up a Command prompt and Right Click to choose "Run As Administrator"- here are links to easy instructions:
Just copy and paste the command of each, so you don't make a typo. Do one command at a time.

When you right click on cmd.exe are you seeing the Run As Administrator option, and does it then let you normal/left click on Run As Administrator?i don't see user when i rt click the cmd.exe:
